Rosedale Surgery – APMS Bid Support

In July 2020, Baxendale were commissioned by Rosedale Surgery in Lowestoft, Suffolk, to provide support with their bid submission, helping to shape a competitive and compelling final bid and supported final submission. Rosedale were bidding for the provision of Primary Medical Services at Kirkley Mill Health Centre in Lowestoft, which was issued on behalf of NHS England and NHS Improvement East, and NHS Great Yarmouth and Waveney CCG.  

What We Did

Baxendale worked closely with the Practice Manager and appropriate practice staff to help refine and complete eighteen bid responses along with a mobilisation plan and risk register. We brought depth and breadth of bid writing experience to the process, critically reviewing and editing each response to ensure all requirements were met.  

We employed effective programme management skills to complete this task in a short timeframe, tracking and reporting progress to ensure all responses were reviewed and edited. We reviewed a wide variety of content as part of this process, bringing forth our own expertise to make suggestions for improvement. Topics covered in the bid included:  

  • Service Delivery (network and local engagement; clinical effectiveness; dependence-forming medicines (DFMs); approach to drug-seeking behaviour; antibiotic prescribing approach; patient safety and engagement; and resources and skills mix) 
  • Access and Clinical Governance (accessibility, clinical triage, long-term conditions, self-care, continuous improvement and CQC standards, and digital access) 
  • Workforce (recruitment and retention and staff behaviours) 
Mobilisation and finances (mobilisation plan, risk register, and financial modelling template (FMT))

As a result of our dedicated efforts to assist Rosedale Surgery in completing their bid response on time and to a high quality. The tender application was successful, and the contract was secured. We were highly praised by the Practice Manager for our efforts in enabling this success.
